**v1.27.0** You can now label a skill by sending `labelIds` with `POST /api/v1/Skills` or `PUT /api/v1/Skills/{id}`,
using the ids of skill labels from `GET /api/v1/Labels?resourceType=skill`. On an update, an empty list removes every
label and leaving `labelIds` out keeps the skill's current labels. Skill responses, including `GET /api/v1/Skills`, now
include each skill's `labelIds`.
