Label skills
v1.27.0 You can now label a skill by sending labelIds with POST /api/v1/Skills or PUT /api/v1/Skills/{id},
using the ids of skill labels from GET /api/v1/Labels?resourceType=skill. On an update, an empty list removes every
label and leaving labelIds out keeps the skill’s current labels. Skill responses, including GET /api/v1/Skills, now
include each skill’s labelIds.
